Rothenberg was born in Germany, grew up in a religious home and became acquainted with the Land of Israel and the history of the Jewish people through Dubnov's books. Following his conversion to Zionism, he abandoned religion, joined a youth movement and immigrated to Israel in 1933. At the age of 22, he enlisted in the defense unit in Jerusalem, the "Wanderer," which was under the command of Yitzhak Sadeh, and they became friends. At the outbreak of World War II he enlisted in the British Army and served in the Meteorological Unit of the Royal Air Force.
He graduated from the Hebrew University of Jerusalem and the University of Frankfurt. During his 60-year career, he edited photo books on the subject of the Land of Israel, its landscapes and antiquities, and even published a book of philosophy and a book of poetry. Until the 1960s, Rothenberg photographed the press and was one of the most prominent photographers of the War of Independence and the first two decades of the existence of the State of Israel. During those years he discovered an attraction to archeological issues and in the late 1950s his center of focus shifted to archeology. He was involved in surveys and archeological excavations in the Negev, the Sinai Peninsula and Spain, with the focus of his excavations being in the Timna Valley and focusing on metallurgical archeology.
During the War of Independence, Rothenberg accompanied Yitzhak Sadeh, who commanded the 8th Brigade and was present during significant moves in the war, such as Operation Danish and Operation Horev, and photographed the Israeli forces and the deported Arab residents. According to him, as a freelance photographer, who cut himself off from the photographers who worked for the establishment and enjoyed the help of Yitzhak Sadeh and Yigal Alon, he reached places that other photographers had difficulty reaching during the battles
.
In the years following the establishment of the State of Israel, Rothenberg often photographed subjects that were far removed from the center of Israeli existence. He photographed the entry of the new immigrants into the abandoned Arab settlements and the people of the transit camps and the new settlements of the school. Later in his career, as a press photographer, he joined archeological research expeditions, such as a research expedition led by Yochanan Aharoni, which searched in January 1960 for ancient scrolls in the caves of the Judean Desert.
